The notice of the ASMEL Maxi Competition 2026 has finally been published: the public selection concerns the formation and updating of the lists of suitable candidates for fixed-term and permanent hiring in participating local authorities, pursuant to art. 3-bis of Legislative Decree 80/2021, converted into Law 113/2021. The main change compared to last year’s call is that the profiles went from 37 to 39, with the introduction of two new specialist figures requested by the Municipalities to strengthen skills in investment and procurement management. The 39 profiles are divided into Expert Operators Area, Instructors’ Area And Area of Officials and High Qualification.
The new Notice will serve to update the lists used by over 1,000 administrations, as part of a procedure that has already collected more than 500 thousand applications, with 50 thousand suitable candidates available and over 1,700 finalized hirings. How the ASMEL list system works
The ASMEL model does not provide for a traditional competition with a fixed number of positions to be filled immediately: the selection serves to form or update lists of suitable candidates, divided by professional profile, from which the participating local authorities will then be able to draw – through subsequent selections – based on their needs.
In practice, the candidate chooses the profile of interest, participates in the selection foreseen by the Maxi Notice and, if suitable, is included in the corresponding list. Subsequently, the Municipalities and other participating bodies can activate specific request procedures to hire fixed-term or permanent staff. ASMEL indicates average hiring times of 4-5 weeks, thanks to simplified procedures and operational support in the various phases.
Registration on the list is valid for three years: the candidate is canceled at the end of 3 years or following permanent employment at one of the participating organisations.
Maxi Notice 2026: what changes compared to 2025
The most significant news for 2026 is the increase in profiles: from the 37 lists of 2025 we move to 39 lists of suitable candidates. The two new roles announced are the Official expert in public contracts and the Official expert in European, national and regional financing. These are particularly significant profiles for local authorities, because they impact two operational areas that are central today: procurement management and the ability to intercept, plan and report resources for investments and public works.

Applications from 15 to 30 September 2026
Applications will be open from 12:00 on 15 September 2026. The application must be submitted exclusively online via the platform asmelab.it. To be able to send the application you need SPID or CIE, a PEC in the candidate’s name and the payment of the competition fee of 15 euros for each profile chosen, via PagoPA.
The final deadline is set at 12:00 on 30 September 2026: by this deadline the entire application procedure must be completed, which the notice indicates can take up to 15 minutes. The application is considered concluded only after receipt of the certified email with the message “Application sent”.
Written test: 60 remote quizzes
The selection includes a remote written test, with a multidisciplinary quiz of 60 multiple choice questions to be completed in 60 minutes. The test is made up of 30 questions on specific subjects (different for each professional profile), 25 questions on common subjects and 5 questions to assess knowledge of the English language and IT.
To be included in the list of suitable candidates for the relevant profile, you must correctly answer at least 42 questions out of 60: the notice specifies that neither incorrect answers nor the absence of an answer are taken into account, so essentially the best approach is to answer all the questions.
The date and methods of carrying out the tests will be published on InPA and communicated via PEC to the admitted candidates at least 15 days in advance. We remind you that, since the test is remote, it will be mandatory to carry out the technical verification of the hardware and software equipment before the selective test and according to the instructions that will be published on InPA.
