New features of the Inl portal: what changes from 10 July

The directorial decree n. 43 of 25 June 2025 (downloadable at the end of the article) defined the new methods of access and management of information relating to the driving licenseimplementing two display modes through the Inl service portal:

• Access for owners, legal representatives or delegates: via spid/cie/cns, these users display all the available information.
• Access in self -declaration: reserved for qualified subjects (PA, RLS, RLS, joint bodies, safety coordinators, clients, responsible for the works), who declare their role in responsibility to access specific information sections.

Identification takes place with level 2 security tools (Spid, Cie, Eidas), in accordance with the GDPR.
The electronic portal is structured in six main sections:

• Identification data of the company or the self -employed.
• Information on the applicant The license.
• License details: number, release date, state (active/suspended).
• Score attributed: initial and updated.
• Suspension possibly applied.
• Definitive measures with related reduced credits.

This information is accessible in complete or partial form, based on the role of the authorized subject. The data relating to suspensions and measures can be consulted for a maximum of five years

Subjects authorized to view: who can access and how

In addition to the driving license holders, they can also view information:

• Public administrationsfor checks in the tenders;
• Representatives of workers for security (RLS, RLST);
• Joint bodiesfor control activities;
• Managers of the works and coordinators for securityduring design and execution;
• Clients and fostersto verify the qualification of companies.

Access takes place through timely question by inserting the Tax ID code of the owner and, in the case of the subjects other than the owners, prior self -declaration of the roleas required by art. 5 of DD 43/2025.

Safety, traceability and retention of data

The system guarantees high IT security standards (strong authentication, encryption, segregation of accesses, events tracking), and is hosted on the cloud infrastructure of the national strategic pole. All accesses are recorded in logs that cannot be modified and stored for five years.

Tracking includes:

• User CF;
• Cf of the company consulted;
• self -declared or certificate role;
• date and time of viewing.

Towards a digitization of qualification in construction

With the activation of the new features of the portal, the PAC system (credits) becomes a point of reference for the digitization of checks and compliance on construction sites. The companies, professionals and entities involved in the supply chain will thus be able to carry out transparent, documented and real -time assessments, with benefits in terms of safety and legality.
The system also favors the self -regulation of the sector, allowing the credit recovery and the continuous monitoring of the score. A concrete step forward for the protection of workers, virtuous companies and contracting stations.
