The GSE Portaltermico reopened only for direct access applications. The allocation of funds has also been restructured, and the possibility of bookings by the PA and non-profit Third Sector bodies has been blocked. The obligation remains for companies to submit the preliminary request, an indispensable condition for being able to then submit the application upon completion of the works.
There is also an extension of 40 days for the deadlines that expired during the closure period, to allow applications to be submitted even when 90 days have passed since the end of the works. Finally, the new Catalog of pre-qualified appliances for the purposes of the Thermal Account 3.0 was also published. Those who choose one of the systems on the list have the possibility of having a facilitated process. Here are all the news in detail.

Funds and access methods
With the reopening of the Portal on 13 April, the remodulation of the funds was also announced. The annual ceiling of 900 million remains confirmed, initially divided between 500 million for businesses and 400 for the PA. Now, however, 50 million of the funds initially intended for private individuals have been transferred to the PA, so that the resources are now equal to 450 million euros for both categories.
The private category also includes businesses, for which a fund of 150 million was initially reserved within the category’s budget.
Even for the PA and similar subjects, from now on only direct access will be provided upon completion of the works, with no longer any possibility of submitting applications for the reservation of funds.
Businesses and preventive communication
The obligation for companies to send the preventive communication to the GSE before starting the works is confirmed. In fact, these can only begin after acknowledgment, i.e. communication of receipt of the request, otherwise the request for direct access contribution is not permitted. It is worth remembering that the preliminary request must be presented with a defined project: type of interventions, expected dates, economic framework. If something changes – different technology, additional or eliminated intervention, different costs – you must cancel and resubmit.
The start of work is permitted in the case of communications sent via certified e-mail during the period of closure of Portaltermico. Even with regards to the interventions permitted to companies for the purposes of access, the cadastral category of the property at the time of starting the works always applies. Thus, in particular, even companies are not allowed access to building interventions for the redevelopment of a property that is registered as residential at the start of the works, even if at the end of the intervention it is destined to change category and pass into the tertiary sector.
Extension for deadlines that expired during the closure
However, as regards works already completed and for which the deadline for submitting the admission request (90 days from the end of the works) fell in the period between 03/03/2026 and 12/04/2026, a 40-day extension is provided for the submission of the application. The extension also applies to admission requests with a completion date between 12/25/2025 and 04/12/2026.
For such requests, as specified by the GSE in the FAQs published on the site, when submitting the application, the date of submission of the application must be indicated as “Conclusion date of the intervention”, exclusively for the purpose of allowing the request to be sent following the temporary suspension of the Portal. If, following this indication, the “Date of making the last payment” is later than 120 days from the date of completion of the intervention (deadline for payments), it will be necessary to indicate the date of submission of the application as the “Date of making the last payment”. In the absence of this condition, the date of the last payment must not be changed.
For investigative purposes, it is necessary to attach Model 7 – Declaration of conclusion of the intervention, available in the section Documents of the GSE institutional website.
The new catalog of pre-qualified devices is online
As regards the systems, the Catalog of pre-qualified devices has been online since 15 April, i.e. those for which the GSE has already verified the technical characteristics and compliance with the minimum requirements necessary for access to the contributions. The list includes devices whose nominal useful thermal power is less than or equal to 35 kW, and devices whose gross solar surface area of the collector or solar system is less than or equal to 50 m2, divided by type of intervention:
- heat pumps;
- hybrid systems;
- solar thermal systems;
- biomass boilers;
- heat pump water heater.
For each category the Catalog shows the brand, model and technical characteristics relevant for the purposes of the incentive.
Choosing a device in the Catalog allows you to simplify the procedure, since no subsequent certification is necessary, and ensure a faster process, without running the risk of rejection of the procedure due to lack of conformity.
